How to Get a Dubai Municipality Water Tank Compliance Certificate

What Is a Water Tank Compliance Certificate and Who Needs One?

A water tank compliance certificate is an official document confirming that your building’s water storage system meets Dubai Municipality’s public health and safety standards. It verifies that your tank has been cleaned, disinfected, inspected, and tested — and that the water stored in it is safe for human consumption.

Who is legally required to have one:

  • Commercial buildings — offices, retail, warehouses
  • Hospitality properties — hotels, serviced apartments, restaurants
  • Healthcare facilities — hospitals, clinics, pharmacies
  • Educational institutions — schools, universities, nurseries
  • Mosques and community facilities
  • Large residential buildings (apartment towers)

Villa and small residential building owners are subject to cleaning and maintenance requirements but are not always required to produce a formal certificate unless a complaint is filed or an inspection is triggered. However, having the documentation is always advisable.

If your building is subject to periodic Dubai Municipality health inspections, a trade license renewal, a hotel star classification review, or a DEWA-related audit, the water tank compliance certificate is one of the first documents requested.

What Dubai Municipality Requires

Dubai Municipality’s Public Health and Safety Department sets the standards under which water tanks must be maintained. The key requirements your tank must meet to pass inspection and receive certification are:

Tank Construction and Materials

  • Tank must be made from approved food-grade materials: virgin-grade HDPE, GRP/fiberglass, or stainless steel
  • No recycled plastic tanks permitted for potable water storage
  • Tank must be structurally sound — no cracks, deformations, or corrosion

Tank Design Standards

  • Fully covered with a secure, tight-fitting lid — no open tanks
  • Inlet fitted with a fine mesh screen to prevent insect entry
  • Air vent present, downward-facing, and screened
  • Overflow pipe installed and terminating in a visible location
  • Access hatch of sufficient size for internal inspection and cleaning

Cleaning and Disinfection

  • Tank must be physically scrubbed and cleaned of all sediment and biofilm
  • Disinfected with chlorine solution at correct dosage (minimum 50 ppm contact time)
  • Water flushed through and brought to safe residual chlorine level (0.2–0.5 ppm at tap)

Water Quality Testing

  • A water sample taken from the tank after disinfection must be submitted to an accredited laboratory
  • Parameters tested include: total coliform, E. coli, turbidity, pH, residual chlorine, and total dissolved solids
  • Results must meet UAE.S 1105 drinking water quality standard

Step-by-Step Process to Get Your Certificate

Step 1 — Hire a Dubai Municipality Licensed Contractor

The compliance certificate must be issued by a contractor licensed by Dubai Municipality to carry out water tank cleaning, inspection, and testing. You cannot self-certify for commercial compliance purposes.

When selecting a contractor, confirm:

  • They hold a valid Dubai Municipality license for water tank maintenance
  • They use an accredited laboratory for water testing (DM maintains a list of approved labs)
  • They issue a formal certificate in the format accepted by municipality inspectors
  • They have experience with your tank type (HDPE, GRP panel, fiberglass)

Step 2 — Schedule the Inspection and Cleaning

The contractor will visit your premises and:

  • Inspect the tank externally and internally
  • Document the tank’s condition, size, material, and any deficiencies found
  • Carry out full cleaning and disinfection per DM standards
  • Check all fittings, lid seals, screens, and overflow function

If deficiencies are found — damaged lid, missing screen, cracked walls — these must be rectified before the certificate can be issued. The contractor will note required remedial works.

Step 3 — Water Sample Collection

Immediately after cleaning and disinfection, the contractor collects a water sample from the tank. This sample is sealed, labeled, and submitted to an accredited testing laboratory within the required timeframe (usually within 2 hours of collection for accurate results).

The laboratory tests the sample and issues a water quality report — typically within 24–48 hours.

Step 4 — Certificate Issued

If the water quality report confirms the sample meets UAE.S 1105 standards, the contractor issues the compliance certificate. This document includes:

  • Building address and tank details
  • Date of cleaning and inspection
  • Contractor name and DM license number
  • Laboratory test report reference number
  • Certificate validity period (typically 6 months)
  • Contractor signature and stamp

Step 5 — File and Track Your Next Due Date

Keep the certificate and laboratory report on file. Dubai Municipality inspectors or trade license authorities may request them at any time. Set a calendar reminder for the next cleaning — certificates are typically valid for 6 months, so you need two per year.

How Much Does a Water Tank Compliance Certificate Cost in Dubai?

Costs vary depending on tank size, number of tanks, and contractor. General market ranges:

Tank SizeCleaning + Inspection + CertificateWater Test (Lab)
Up to 2,000 litersAED 200–400AED 150–300
2,000–10,000 litersAED 400–800AED 150–300
10,000–50,000 litersAED 800–2,000AED 200–400
50,000+ liters (commercial)AED 2,000–5,000+AED 300–600

Multiple tanks on one property are usually discounted when done together. Commercial buildings with large GRP panel tank systems at the higher capacity end should get quotes from at least two licensed contractors.

What Happens If You Don’t Have One?

Dubai Municipality health inspectors can visit commercial premises unannounced. If they find:

  • No cleaning records
  • No compliance certificate
  • A tank in poor condition (damaged lid, visible contamination, algae)

The consequences can include:

  • Formal notice to remedy (usually 30 days to achieve compliance)
  • Financial penalty
  • Escalation to trade license suspension in serious or repeated cases
  • For food businesses: immediate closure order pending remediation

For hotel classification reviews and hospital accreditation audits, a missing water tank compliance record is a serious finding that can delay or block certification.

How Often Do You Need to Renew It?

Dubai Municipality requires a minimum of two cleanings per year for residential and commercial buildings — so your compliance certificate must be renewed at least twice annually. For healthcare, hospitality, and food service, quarterly cleaning and certification is the recommended standard and is often mandated by sector-specific health authority requirements (HAAD, DHA, Dubai Tourism).
